Marcia was born on August 31, 1953, in Alameda, California. She was the first child of Rozlyn and Abraham Kleks. Likewise, she had a brother six years younger who turned out to be an engineer.
Abraham was from Palestine and raised in then-Mandatory Palestine, a region between Isreal and Palestine back in the 1920s. He was a chemist at the FDA by profession.
During her childhood, she grew up in a Jewish tradition. She completed high school studies from Susan E. Wagner High School, Manor Heights, New York.
Later, she joined the University of California, Los Angeles and graduated in 1976 in political science. Furthermore, she also graduated a Juris Doctor degree from Southwestern University School of Law.
